Yes Netbeans is necessary for developing Gephi plugins, as Gephi is built on top of Netbeans Platform (that means we use Netbeans Window Manager and other useful things we didn't need to develop ourselves). Creating Moduels in the Netbeans environment is very easy, I'll make a tutorial about that point very soon.
Be sure to use Netbeans IDE latest version, including checking for updates when you launch it for the first time. Gephi source code needs to match with Netbeans version.
