calculation difference between two modularity measure

I've notice that when running modularity, the "modularity" score is constant (with score at 1.0) even when running at various level. The score of "modularity with resolution" however depends on the resolution level parameter.

If the "modularity" score represent the density of edges within community vs outside, then what does "modularity with resolution" represent? Is there a difference on how they are calculated?
