I am trying to visualise a dataset where I am counting the number of attributes that users have in common and using this sum as the edge weight .
Are there algorithms that will take edge weight into account for layouts and effectively 'pull' those with high edge weights closer together?

Yes indeed Force Atlas 2 will take the edge weight into account.
You can modify the strength of this "edge weight" factor in the pulling force by changing the "Edge Weight Influence" parameter in Force Atlas 2. "1" is the default. "0" would mean that the edge weight is completely neglected (all edges will behave as if they had a weight of 1).
