Save this file as *.csv file and load it in Gephi. Then you can export this graph to *.gexf.

I'm not sure what you want to do ;) If you just want to generate a small world network with 7 nodes, you can use any small world generator (Kleinberg, Watts Strogatz Alpha, Watts Strogatz Beta). There are no "optimal" values of parameters, but if you want to get "representative" small world networks...

As far as I know some people would like to generate movies from GEXF files. Maybe it's not so important in comparison with other features, but it's good to think about possibilities of such a feature.
